		<description>Shaun, military metaphors off a bit.  The French absolutely held Algiers.  At the time they quit there wasn&#039;t a single operational unit of the enemy anywhere in Algeria.  The totally won the war in the Algerian Department and lost it in continental France - politically.

Also, members of the Excom had no problems having secret meetings.  The closed door one day were hardly a barrier to their planning.</description>
