It was Delegate Marshall that signed into law the rollback of the Car Tax?&lt;br /&gt;&lt;br /&gt;You&#039;re confusing one of the lineman with the quarterback.&lt;br /&gt;&lt;br /&gt;If it hadn&#039;t have been for Gov. Gilmore beating the then Democrat &#039;Golden Boy&#039; of his time LG Don Beyer.... Nothing would have been accomplished.&lt;br /&gt;&lt;br /&gt;I guess what is next is that LG Bill Bolling and AG Bob McDonnell owe it all to Del. Bob Marshall also?</description>
