The USA Today says it all in two paragraphs:
Warner inherited a large deficit and worked with GOP moderates to raise taxes and save the state’s AAA bond rating. Kaine often notes that Governing magazine this year rated Virginia the best-managed state in the country (along with Utah). As Warner’s partner, he says, he’ll guard that legacy. ‘If it was broke and you fixed it, don’t break it again,’ he tells voters.
Warner, who is restricted from running for re-election because of term limits, is prominent in Kaine’s appearances and ads. Kilgore, a former state attorney general, is relying on Sen. George Allen, R-Va., a former governor and another 2008 presidential prospect. GOP celebrities such as Arizona Sen. John McCain and former New York Mayor Rudy Giuliani also are helping.
Spin and all, this is precisely what voters are thinking going into Election Day.
